On October 10, 2025, the Ministry of Industry and Information Technology (MIIT) released a draft notice titled "Notice of the Ministry of Industry and Information Technology on Organizing and Conducting Commercial Trials for Satellite Internet of Things Services (Draft for Public Comment)" and invited public feedback. The notice outlines a strategic plan to diversify the offerings within the satellite communication market. It aims to invigorate market entities, bolster the service capabilities of the industry, establish a robust safety supervision framework, and generate replicable and scalable experiences and models. These goals are to be achieved through the implementation of commercial trials for satellite Internet of Things services. This initiative is designed to foster the secure and sustainable growth of emerging sectors, including commercial aerospace and the low-altitude economy, aligning with the development of a new economic paradigm. The commercial trial phase is set to span two years. Enterprises that are granted approval for participation are mandated to periodically compile and submit reports detailing the progress of their trials and any challenges encountered. Subsequently, the MIIT will assess the trial progress, consolidate findings, and disseminate best practices, innovative models, and exemplary cases to the broader industry.
