The Legislative Affairs Commission under the Standing Committee of the National People's Congress held a press briefing. At the briefing, spokesperson Huang Haihua stated that the Standing Committee is slated to conduct the second review of the Draft National Development Planning Law. In contrast to the version that underwent the initial review in early April 2025, the draft for the second review will see adjustments in its chapter layout. It will also enhance the provisions concerning review and approval procedures, as well as the supervision of implementation. Moreover, the draft will integrate the principle of "practicing people's democracy throughout the entire process" as a cornerstone. It will explicitly outline the composition of China's planning system, along with the roles and interconnections among various types of plans.
