From September 3 to 4, certain regions in Shaanxi Province are forecasted to experience heavy to torrential rainfall, resulting in significant water level rises in major rivers and potential flooding in some smaller and medium-sized waterways. In response to this imminent threat, the Ministry of Water Resources promptly activated a Level IV Emergency Response for flood prevention at 14:00 on September 3.
