On September 21, the General Office of the Hubei Provincial People's Government unveiled a series of measures aimed at fostering steady and enhanced economic growth in Hubei Province during the third and fourth quarters. These measures, which blend short-term and long-term strategies, emphasize the acceleration of the 'Six Networks' construction. Key initiatives involve establishing a project reserve pool and an annual list of major projects, along with allocating provincial budgetary funds for preliminary work to facilitate the progress of significant projects.
At the same time, local governments are encouraged to delve into integrated approaches such as 'plant-network integration and comprehensive supply-drainage management' as well as franchise models. These strategies are designed to entice enterprises to engage in the 'investment, construction, management, and operation' of urban underground pipe networks.
Furthermore, the province is set to deepen the reform of capitalizing state-owned water resources and hydraulic engineering assets, with the goal of spurring the growth of a modern, green water economy.
In a bid to lower computing costs for micro, small, and medium-sized enterprises, as well as science and technology innovation teams, Hubei Province will introduce 'computing vouchers' and enhance subsidy rates. The subsidy scope will now encompass services such as models and tokens. Concurrently, the province supports market entities and industrial parks with green power consumption requirements to tap into nearby new energy resources for direct green power connections.
