On September 12, 2026, during the 2026 China Computing Power Conference, the inaugural batch of the inclusive computing power service list, specifically designed to bolster the growth of small and medium-sized enterprises (SMEs), was officially announced. This comprehensive list encompasses a diverse array of inclusive computing power services, spanning general-purpose computing capabilities, intelligent computing solutions, large-scale model services, and industry-specific intelligent agent applications.

To cater to the varied needs of SMEs, the list introduces flexible payment options, including containerized leasing and pay-per-use billing models. These innovative payment structures are geared towards facilitating the widespread and equitable distribution of computing power resources, thereby fostering the digital transformation and modernization of SMEs.

The release ceremony was graced by the presence of representatives from a multitude of esteemed organizations, such as the China Academy of Information and Communications Technology, China Telecom, China Mobile, China Unicom, China Broadcasting Network, and Alibaba Cloud.

Earlier in April of the same year, the Ministry of Industry and Information Technology had issued a pertinent notice, outlining a vision to establish, by the end of 2028, a comprehensive, cost-effective, high-quality, dynamic, and talent-abundant inclusive computing power service system. This system is envisioned to encompass at least 10 out of the 15 industry categories pertinent to SMEs, thereby laying a solid foundation for their sustained growth and development.
