China’s Pioneering National Standard for Data Center Carbon Efficiency: A Collaborative Initiative by the SASAC Research Center, China Mobile, and Industry Leaders

On September 7th, reports confirmed that the National Standardization Management Committee had recently released the fourth batch of recommended national standard plans for 2026, including approval for the establishment of the “Technical Specification for Trustworthy Evaluation of Computing Power Carbon Efficiency in Data Centers.” This groundbreaking standard establishes a framework for evaluating the relationship between computing power output and carbon emissions in data centers, marking China’s first national-level initiative in this domain. It sets a benchmark for evaluating computing power carbon efficiency and outlines trustworthy technical specifications, addressing a critical gap in industry standards.

The standard was developed through collaboration among key institutions, including the Research Center of the State-owned Assets Supervision and Administration Commission (SASAC) of the State Council, China Mobile Communications Co., Ltd., and the China Quality Certification Center. China Mobile played a pivotal role by conducting extensive pilot projects across data centers in Guangdong, Jiangsu, Shanghai, Shaanxi, and other regions. These projects, involving over 20,000 servers, validated the practicality and effectiveness of computing power carbon efficiency metrics.

Looking ahead, China Mobile will continue to spearhead efforts by partnering with industry, academic, research, and application stakeholders. The goal is to advance research on computing power carbon efficiency technologies and standard systems, promote the widespread adoption of these standards, and support the green and low-carbon transformation of China’s data center infrastructure. Additionally, China Mobile aims to shape the global standardization landscape in this field, fostering a Chinese-inspired yet internationally compatible framework for evaluating green computing power.
