Chengdu has unveiled its Implementation Opinions on Enhancing the Ecosystem for Scientific and Technological Innovation. The city aims to deepen the pilot initiatives for data annotation bases, foster the sharing and exchange of high-caliber datasets and corpora via the government affairs big data platform, and pioneer a multi-tiered, domain-specific, and scenario-driven data authorization framework. In tandem, Chengdu is set to establish the Tianfu Data Center Cluster, refine trading standards for computing power and pricing systems for products, and bolster the availability of diverse computing resources. Furthermore, Chengdu will back AI enterprises in crafting industry-specific vertical models and AI-aided R&D tools tailored for pivotal industrial chains, thereby broadening the reach of AI applications across sectors. To mitigate the expenses associated with digital and computing resource access, Chengdu will also streamline policies concerning computing power, model, and corpus vouchers, and introduce the 'effortless enjoyment' payment model, allowing beneficiaries to access benefits seamlessly without the need for prior application.
