On September 4, it was reported that on September 3, the second phase of the solar power generation project in Shenzhen’s Bao’an District, known as the “Virtual Power Plant Town,” successfully completed the full-function joint commissioning and acceptance of its “observable, measurable, adjustable, and controllable” capabilities—collectively referred to as the “four capabilities”—and was officially connected to the grid. Spanning 10 factory buildings and dormitories with a total installed capacity of 1.7 megawatts, this project marks Shenzhen’s first demonstration initiative to achieve the “four capabilities” for solar power through virtual power plant aggregation. This milestone represents a significant leap forward in China Southern Power Grid’s ability to manage distributed energy resources.

The innovative model employs a “dispatching master station control system—third-party aggregation platform—photovoltaic terminal” framework. Digital pathway debugging is completed prior to equipment delivery, enabling plug-and-play functionality. It leverages existing monitoring equipment from manufacturers, eliminating the need for extensive new hardware investments on the plant side. After achieving the “four capabilities,” the power grid can precisely regulate vast amounts of distributed solar energy resources. This allows property owners to connect to the grid at a low cost and in full compliance with regulations. Additionally, they can participate in spot market trading and demand response programs through the platform, effectively transforming sunlight into measurable financial returns.
