On September 3, reports indicated that from August 28 to 29, Liu Liehong, Director of the National Data Administration, headed a delegation to Guizhou Province for research purposes. The investigation highlighted that Guizhou’s data ecosystem has significantly enhanced its innovation drive while balancing data development and security, achieving notable successes in advancing the market-oriented allocation reform of data elements. In terms of computing infrastructure, Guizhou Province has orchestrated the development of intelligent computing centers and computing power scheduling systems. The combined computing capacity in Guiyang and Gui'an has surpassed 176,000 PFlops, with intelligent computing contributing over 98% of this total, thereby establishing a robust foundation for artificial intelligence development. Regarding AI data empowerment, Guizhou Province has thoroughly implemented the "AI+" strategy, exploring the creation of "Model-Data Factories." These factories aim to activate the "Data Flywheel" effect through "Model-Data Resonance" and pioneer a model of "domestic processing, cross-border services."
