On August 19, Pennsylvania Governor Josh Shapiro issued an executive order imposing restrictions on data center construction. The new regulations require data center projects to first obtain local government approval before applying for state-level permits. They must also adhere to water conservation standards, cover additional electricity costs, and address power supply issues. Shapiro noted a surge in data center projects in Pennsylvania, with some developers disregarding local community interests. As AI investment grows rapidly, multiple US states have begun restricting data center expansion to address power, environmental, and community pressures. New York State has implemented a temporary suspension of up to one year on environmental permits for large data centers, while Texas Governor Greg Abbott, a long-time supporter of data center development, has also halted approvals for some new projects and initiated reviews.
