The plan outlines a strategy to legally offer computing power subsidies, aimed at assisting private enterprises in leasing intelligent computing resources for the development, training, and deployment of large-scale models. Additionally, it promotes the utilization of data storage and computing resources constructed by diverse business entities, including private firms, by universities, research institutions, and state-owned enterprises. Shanghai is committed to publishing and regularly updating an open list of public data, thereby facilitating private enterprises in delving deeper into specific public datasets and realizing scenario-based applications. This will be achieved by distributing 'Computing Power Vouchers,' 'Model Vouchers,' and 'Corpus Vouchers' to minimize the expenses associated with digital resources. Furthermore, Shanghai aims to nurture leading and platform enterprises specializing in digital transformation, steering private enterprises towards involvement in digital transformation initiatives and scenario-based operations across sectors like transportation, logistics, and public services. It also encourages them to spearhead demonstration projects for novel infrastructure, such as blockchain applications and extensive robot deployments.
