In a bid to expedite the development of an innovation-driven Zhejiang, solidify the leading role of enterprises in technological innovation, and boost the collaborative research efficiency characterized by the cycle of "enterprises identify challenges, government aids in defining them, platforms offer solutions, workshops validate them, and the market assesses their impact," the Zhejiang Provincial Department of Science and Technology has crafted the Several Measures (for Trial Implementation) to Empower Enterprises to Spearhead Provincial 'Pacesetter' and 'Leading Goose' Projects. This initiative aligns with the guidance outlined in relevant policy documents. The measures outline 12 specific strategies, organized around four pivotal phases: demand aggregation, list curation, project execution, and technology transfer (or commercialization of research results). They encompass broadening avenues for demand collection, refining the quality of demand identification, establishing a coordinated provincial-municipal-county demand response mechanism, expanding the pool of enterprise experts, revamping the expert panel for list curation, optimizing project application and recommendation processes, enhancing the precision of project assignment mechanisms, increasing the share of projects undertaken by enterprises, overhauling project acceptance and evaluation criteria, enforcing requirements for scientific data submission, and promoting the commercialization of project outputs. These measures are set to take effect on April 28, 2026.
