On March 27, 2026, the 2026 Zhongguancun Forum's Data Cross-Border Flow Innovation and Development Forum took place at the Zhongguancun International Innovation Center. Wang Jingtao, Deputy Director of China's Cyberspace Administration and concurrently Deputy Director of the National Internet Information Office, emphasized at the forum the importance of fostering a synergistic relationship between high-quality development and high-level security. He underscored the need to continually refine a mechanism that facilitates efficient, convenient, and secure data cross-border flow. Wang highlighted the significance of scientifically balancing the promotion of data flow applications with the assurance of data security. He stressed leveraging the coordinating function of the national special working mechanism for data exit security management to optimize and enhance data exit management systems. This approach aims to mitigate data exit security risks and achieve a harmonious and dynamic equilibrium between high-quality development and high-level security.
