This initiative aims to lay the groundwork for an initial industrial innovation system driven by data, achieving phased advancements in key technologies and equipment pertaining to data supply, circulation, utilization, and security. By 2030, it is anticipated that key technologies within the data domain will attain internationally leading standards, marking a comprehensive leap forward in the data technology innovation and industrial ecosystem. This will effectively underpin the development of a data element market system and fully showcase the enabling power of data elements in propelling high-quality economic and social progress.
