According to Bloomberg, PayPal, the global payments behemoth, is planning to set up a bank in the United States. This strategic move is designed to take advantage of the Trump administration's welcoming stance on fintech firms entering the banking sector. In a Monday announcement, PayPal revealed that it had filed applications with both the Federal Deposit Insurance Corporation (FDIC) and Utah's financial institution regulatory body. The proposal entails establishing an Industrial Loan Company (ILC), chartered in Utah and to be known as PayPal Bank. This initiative is aimed at slashing compliance costs and pushing the boundaries of fintech services by directly engaging in banking operations.

As a premier global provider of online payment services, PayPal boasts a presence in over 200 countries and regions, facilitating transactions in over 100 currencies. By the end of 2023, it had amassed 426 million active users. Its core offerings encompass digital payments (PayPal accounts, Venmo, Braintree), e-commerce payments (Branded Checkout, Fastlane), BNPL (Buy Now, Pay Later) options, and cross-border payment solutions.

The bid to establish a bank comes amid a more lenient regulatory climate for fintech companies in the U.S. The Trump administration has championed the utilization of digital assets, such as stablecoins, in economic endeavors through executive orders aimed at fostering innovation in the digital asset realm. Furthermore, it has advocated for the creation of 'special purpose national bank charters' to ease the entry of non-bank entities into the banking sector.

Should the application be greenlit, PayPal will be empowered to undertake deposit-taking, lending, payment settlement, and other banking activities in designated areas without the need for traditional bank partnerships. This will enable it to streamline its cost structure and bolster service efficiency.
