Li Chao, Deputy Director of the Policy Research Office at the National Development and Reform Commission (NDRC), announced that the NDRC will work closely with relevant stakeholders to ramp up efforts and foster a conducive environment for the growth of emerging sectors, including energy storage and hydrogen energy. • Deepening Power Market Reforms: The NDRC aims to bolster energy storage projects by enabling their participation in electricity markets and ancillary service markets, such as frequency regulation, peak load shifting, and reserve services. This move is designed to ensure these projects achieve reasonable financial returns.
• Coordinated Planning and Layout: Emphasis will be placed on advancing the large-scale production of green hydrogen, ammonia, and methanol. Simultaneously, there will be a strategic push to develop the necessary infrastructure for production, transportation, and storage. These efforts are geared towards minimizing system operating costs.
• Overcoming Technological Barriers: The NDRC will spearhead industrial innovation projects, encouraging leading companies to partner with entities across the industrial chain, including suppliers, customers, universities, and research institutions. The collaborative focus will be on the clustered development of facilities, technological R&D, product enhancements and iterations, and the promotion of applications across varied scenarios. This approach is intended to stimulate the organized advancement of diverse new energy storage and hydrogen energy technologies, thereby offering robust backing for the establishment of a new-type power system.
