He stressed the importance of adhering to the "Four Orientations" (orientations typically refer to strategic directions or principles guiding policy or development efforts), deploying, and executing a series of pivotal national science and technology initiatives. This approach involves advancing the research and development of crucial core technologies in key sectors through a comprehensive chain strategy, aiming for decisive breakthroughs and reinforcing the strategic, forward-looking, and systematic planning of fundamental research.
Concurrently, it is vital to enhance interdisciplinary collaboration, foster deep integration of industry, academia, and research, with enterprises taking the lead. This entails coordinating the construction of national strategic scientific and technological forces, solidifying the dominant role of enterprises in technological innovation, supporting enterprises in leading the formation of innovation consortia, and undertaking more national scientific and technological research projects. Furthermore, there is a need to expedite the cultivation and expansion of leading scientific and technological enterprises, and bolster the growth of high-tech firms and technology-driven small and medium-sized enterprises.
