On October 31, the National Development and Reform Commission, in collaboration with four other government departments, jointly released the Action Plan for Accelerating Smart City Development and Facilitating Citywide Digital Transformation. The plan outlines a strategic focus on the intensive construction of foundational infrastructure, encompassing sensing technologies, networking capabilities, and computational power, with the aim of propelling cities towards a future characterized by the "Internet of Things, Digital Connectivity, and Intelligent Connectivity."

Under the unified framework of national computing resource allocation, concerted efforts will be directed towards ensuring a steady and robust supply of computational power to meet the demands of high-traffic application domains. This will involve the effective integration of local computing facilities, regardless of their architectural differences or ownership structures. A key objective is to revamp and upgrade outdated, small-scale, and fragmented computing infrastructures within urban areas, thereby providing the public with accessible and convenient data services.

Additionally, the plan emphasizes the importance of offering tailored support to cities that serve as hubs for emerging industries, such as the low-altitude economy and autonomous driving. These cities will be encouraged to develop inferential computing capabilities that are characterized by low latency, high frequency, exceptional reliability, and stringent security standards.
