These provisions are designed to foster and standardize the broader adoption of electronic documents, boost the digital transformation of trade and transportation sectors, reduce logistical expenses nationwide, protect the lawful rights and interests of all stakeholders in electronic document transactions, and safeguard national security and public welfare. The draft encourages entities in trade, logistics, and finance to embrace electronic documentation in their operations, thereby enhancing the digitalization of business processes and driving industry-wide quality and efficiency improvements. Additionally, financial institutions are urged, within the bounds of legal compliance and risk management, to explore innovative payment solutions such as the digital RMB for cross-border transactions, leveraging the unique attributes of electronic documents to develop financial products and services with both initiative and prudence.
