On September 11, 2025, the Information Office of the State Council convened a press conference to outline the key highlights of the upcoming fourth Global Digital Trade Expo. A representative from the Ministry of Commerce announced that China is set to deepen its commitment to opening up digital trade to international markets. This will involve further liberalizing sectors such as telecommunications, internet services, and cultural industries. The aim is to actively encourage foreign enterprises to ramp up their investments in China's burgeoning digital sector, while simultaneously streamlining processes to make it easier for foreign-invested companies to establish and grow their operations within the country.

In tandem with these efforts, China will facilitate the orderly and secure cross-border flow of data, a critical component of the global digital economy. The government is also expediting the development of digital trade standards, working towards international harmonization to ensure global compatibility. Moreover, China will rigorously enforce the negative list management system for cross-border service trade, providing a transparent and predictable regulatory environment for foreign investors.

Furthermore, the Ministry of Commerce will support businesses in pursuing a strategy of "specialization, refinement, uniqueness, and innovation." This will be achieved by harnessing the catalytic power of the National Service Innovation Development Guidance Fund, which aims to mobilize social capital and channel it towards enterprises engaged in digital trade, fostering a vibrant and innovative digital ecosystem.
