On September 9, 2025, a reporter obtained information from China Mobile indicating that the company has submitted an application to the Ministry of Industry and Information Technology for an operational license concerning satellite mobile communication services. Currently, this application is undergoing the review process. China Mobile's initiative is designed to establish a solid policy framework, enabling the lawful provision of direct-to-satellite mobile phone services. Regarding integrated satellite-terrestrial communications, China Mobile has already engaged in multiple practical endeavors: In June 2024, it achieved the world's inaugural laboratory verification of voice calls through direct-to-satellite mobile phones connected to high-orbit satellites; in July, it established the Institute of Integrated Satellite-Terrestrial Technologies; and in November, it rolled out the Beidou SMS service in collaboration with China Spatio-Temporal, facilitating communication in areas devoid of network coverage.
