The Seventh Plenary Session of the Twelfth Shanghai Municipal Committee of the Communist Party of China underscored the importance of reinforcing national strategic scientific and technological capabilities, intensifying high-risk, high-yield basic research, and fostering the development and nurturing of avant-garde and revolutionary technologies. The meeting called for expediting breakthroughs in pivotal core technologies, particularly in the growth of three leading sectors: integrated circuits, biomedicine, and artificial intelligence. Concurrently, it emphasized the necessity to bolster scientific and technological research, empower state-owned enterprises to become generators of original technology, incentivize private enterprises to innovate and expand, and augment the capabilities of foreign-invested R&D centers.
