On June 17, the Guangzhou Development Zone in collaboration with Huangpu District unveiled policy initiatives designed to propel the integrated circuit (IC) industry towards high-quality growth. The objective is to establish the region as the central hub of China's third pole in the IC industry. The policy blueprint outlines strategies to refine the industrial landscape, achieving advancements in chip design, specialized processes, advanced packaging and testing, EDA tools, equipment, and components. This will foster a holistic IC industry cluster encompassing the entire spectrum of the industry chain—from design and manufacturing to materials, equipment, components, packaging, and testing. Additionally, the policy emphasizes the development of premium semiconductor and sensor manufacturing materials, encompassing photomasks, electronic gases, photoresist, polishing materials, and high-purity target materials, among others. It actively seeks to onboard pivotal domestic enterprises specializing in basic materials, thereby bolstering the domestic supply chain for these critical components.
