Recently, Nanning Customs announced the seizure of a shipment of 600 kilograms of solder paste, which contains 55.3% bismuth. Despite its high bismuth content, this material is not classified as a rare earth element but rather as a dual-use item subject to export control. Due to the inability of the involved company to present a valid export license, the customs authorities have detained the shipment. In accordance with regulations, the unauthorized export of controlled items, including bismuth, without proper authorization can result in severe penalties and may even entail criminal liability. Amidst heightened national security concerns and efforts to stabilize supply chains, the country is vigorously combating the smuggling of strategic minerals.
