This initiative aims to elevate the developmental standards of venture capital institutions and cultivate a cohort of elite organizations. It encourages a diverse range of entities, including major state-owned enterprises, industry leaders, scientific research institutions, and innovation and entrepreneurship platforms, to engage in venture capital activities. Furthermore, the plan mandates that venture capital institutions operate with integrity and enhance their comprehensive service capabilities in equity investment, industrial guidance, and strategic consulting.

Additionally, the plan emphasizes the specialized growth of venture capital institutions, urging them to concentrate on emerging sectors, high-tech specialties, and invest in early-stage, small, and technologically challenging enterprises. It also supports investments in original and pioneering scientific and technological innovation projects, as well as "specialized, refined, unique, and innovative" enterprises across the industrial chain.
