On January 15, 2025, the Bureau of Industry and Security (BIS) within the US Department of Commerce implemented new Export Administration Regulations (EAR) specifically targeting China. These regulations mandate that front-end semiconductor manufacturing facilities and outsourced semiconductor assembly and test (OSAT) vendors conduct enhanced due diligence on chips utilizing advanced process nodes of 16 nanometers or smaller (14 nanometers and below). The primary objective of this rule is to strengthen export controls on advanced computing semiconductors.
