On January 14, 2025, at the third session of the 16th Beijing Municipal People's Congress, Mayor Yin Yong delivered the government work report. The report emphasized that in 2025, Beijing will strengthen the function of scientific and technological innovation sourcing. Specific measures include strengthening original and leading scientific and technological research, and constructing a central-local collaborative innovation system with national laboratories at its core. In addition, Beijing will vigorously promote nine special key research actions, including integrated circuits and biopharmaceuticals, and establish a number of new research and innovation platforms in fields such as new energy and synthetic biology to further enhance scientific and technological innovation capabilities.
