On January 13, 2023, the Biden administration unveiled a contentious export control initiative, dubbed the "AI Diffusion Rule," designed to thwart the dissemination of cutting-edge chips and AI models to potential competitors. This policy categorizes global nations and regions into three tiers, each subject to varying levels of restrictions. Notably, the United States and its 18 allies enjoy unrestricted access, permitting the free purchase of AI chips. In contrast, mainland China, Russia, and other designated countries fall under Tier 2, facing stringent controls that virtually prohibit the export of high-end AI chips and closed-source AI large models. The remaining approximately 120 countries/regions can only procure a limited quota of AI chips. Additionally, the new regulations impose export restrictions on closed-source AI large models and curtail the global deployment of computational power by US data operating companies.
