On September 18, the Beijing Municipal Economy and Information Technology Bureau, in collaboration with the Beijing Municipal Development and Reform Commission, unveiled the Action Plan for Accelerating the Development of the Token Economy in Beijing (2026-2028). This strategic plan outlines Beijing's ambition to construct token factories to rigorous standards, instituting tiered evaluation benchmarks that encompass core technical metrics such as the volume of model adaptations and token processing velocity, while also refining resource allocations like land use and energy consumption. Concurrently, the plan aims to propel advancements in pivotal technologies, including foundational model evolution, model-chip integration and refinement, as well as supporting technologies like specialized inference chips, model simplification, and edge deployment, thereby elevating token production capabilities across the board. Moreover, the plan encompasses a broad spectrum of initiatives, including the establishment of a token quality assessment framework, the creation of a token distribution network, the nurturing of agent-based applications, the construction of a core software ecosystem for agents, the strengthening of international service capabilities for token technology, the exploration of data ontology paradigms, the innovation of computing power and token financial instruments, and the provision of reskilling programs for token engineers.
