Arm Unveils Its First Self-Developed Chip in 36 Years: Built on TSMC's 3nm Process

At the Hot Chips 2026 conference, Arm revealed detailed information about its first self-developed, mass-produced CPU for Artificial General Intelligence (AGI) in its 36-year history. Based on the 3rd-generation Neoverse V3 core and Armv9.2 architecture, this processor can be equipped with up to 136 cores per chip, with each core featuring 2MB of dedicated L2 cache and a maximum operating frequency of 3.7GHz. Manufactured using TSMC's 3nm (N3P) process, it adopts a dual-chiplet design, with the complete chip containing 100 billion transistors and a maximum thermal design power (TDP) of 300W. Memory and I/O are highly integrated, with memory latency below 100ns. In terms of I/O, the processor offers 96 PCIe Gen6 lanes, supports CXL 3.0 and DDR5-8800 memory, and provides up to 6TB of memory capacity per chip, with each core receiving 6GB/s of memory bandwidth. The Neoverse V3 core includes components such as a branch prediction unit, with an out-of-order execution window exceeding 384 entries, supporting 10-way dispatch and 8-way retirement. Its advanced SIMD pipeline employs dual 128-bit low-latency data paths, with L2 cache load-to-use latency of 10 cycles and a transfer capability of 128B/cycle.
