On August 24, the Beijing Economic-Technological Development Area (Beijing E-Town) formally issued the Action Plan for AI-Driven Accelerated Development of the Integrated Circuit Industry (2026-2028), also known as the "AI4Chip 20 Measures". As China's inaugural specialized policy for AI4Chip, the plan centers on five pivotal strategies: leveraging AI capabilities across the entire industry chain, fostering chip innovation through "AI+Smart Design", enhancing chip production via "AI+Manufacturing & Packaging", strengthening chip development with "AI+Equipment & Materials", and nurturing a robust chip ecosystem through "AI+Industrial Ecosystem". By 2028, the development area aspires to construct a holistic AI integration framework for the integrated circuit sector, nurture 3 to 5 globally prominent AI4Chip ecosystem leaders, and create more than 10 benchmark applications with industry-wide applicability. This initiative will propel "AI-native" innovation and "AI-empowered" enhancements within the integrated circuit industry, fostering a new industrial development model characterized by "software-hardware mutual driving and chip-intelligence symbiosis."
