On January 29, South Korea's National Assembly approved the 'Special Act to Bolster and Foster the Competitiveness of the Semiconductor Industry.' This legislative measure is designed to offer comprehensive and systematic support across the entire semiconductor industry supply chain, encompassing key areas like design, fabrication, packaging, and essential materials.
Initially, there was a contentious clause proposing to exempt semiconductor R&D staff from the 52-hour weekly work-hour cap. However, due to strong opposition from labor organizations, this provision was ultimately excluded from the final bill. Despite this, the bill incorporates supplementary viewpoints that acknowledge the semiconductor sector's necessity for adaptable working hours, with plans for further deliberation at the specialized committee stage.
Through strategic institutional planning, the act establishes a Presidential Committee for Enhancing Semiconductor Competitiveness. This committee is tasked with coordinating and devising industrial policies. Additionally, a dedicated accounting unit is set up to guarantee the availability of funding.
Furthermore, the act encourages the creation of semiconductor industry clusters outside the capital region. It offers policy incentives for companies and research institutions that choose to relocate. The legislation also encompasses a variety of support initiatives, including national-level R&D endeavors, the construction of pilot-scale testing facilities, the promotion of industrial ecosystem growth, and the nurturing of skilled talent.
