On October 3, 2025, U.S. media outlets reported that a multi-billion-dollar artificial intelligence (AI) chip export deal between NVIDIA and the United Arab Emirates (UAE) had seen little meaningful advancement nearly five months after its signing. Under the terms of the agreement, the UAE pledged to invest in the construction of AI data centers in the United States. In return, it was to receive hundreds of thousands of NVIDIA chips each year. However, a deadlock arose when the U.S. Department of Commerce insisted that the UAE carry out the investment first, while the UAE countered by demanding that the investment and chip delivery occur simultaneously. This led to a clash over the interpretation of the investment ratio stipulated in the deal. Moreover, the United States voiced concerns regarding the UAE's AI company, G42, which had a history of collaborating with Chinese tech firms. The U.S. worried that the chips could potentially end up in China via third-party channels, ultimately causing the deal to stall.
