As stipulated by the pertinent articles of the Foreign Trade Law of the People's Republic of China, the Ministry of Commerce is empowered to initiate investigations either independently or in collaboration with other governmental bodies. Preliminary evidence suggests that the measures implemented by the United States in China's integrated circuit industry amount to "discriminatory trade practices against China." In light of this, the Ministry of Commerce has resolved to commence an anti-discrimination investigation into the relevant U.S. measures, effective from September 13, 2025.
