U.S. Adds 23 Chinese Firms, Including 13 IC Companies, to Entity List

On September 12 (U.S. local time), the Bureau of Industry and Security (BIS) under the U.S. Department of Commerce announced the addition of 32 entities to the Entity List, citing reasons of "posing a threat to the national security or foreign policy interests of the United States." Among these entities, 23 are Chinese companies operating across diverse sectors such as semiconductors, biotechnology, and aerospace remote sensing. The BIS alleged that these companies are providing support for China's advanced computing capabilities and integrated circuit (IC) manufacturing, thereby posing risks of circumventing U.S. export control regulations. Entities included on the list are required to obtain licenses for all items subject to the Export Administration Regulations (EAR), with the majority of license applications facing a "presumption of denial." This move implies that these semiconductor companies will encounter significant challenges in securing supplies from overseas industrial chains.
