The General Office of the Beijing Municipal Party Committee and the General Office of the Beijing Municipal Government have jointly unveiled fresh guidelines aimed at enhancing the development and utilization of public data resources in Beijing. These guidelines underscore the importance of strengthening coordinated and efficient data service capabilities, fostering an innovative ecosystem that safeguards data security while promoting its utilization, adhering to the principle of "data remains within domain boundaries, accessible yet concealed." The blueprint includes the establishment of public data training hubs and the promotion of collaborative corpus development and sharing to bolster the advancement of AI applications. Simultaneously, it envisages the construction of a collaborative innovation simulation platform for smart cities, further opening up application scenarios and data resources, and catalyzing the integration and value realization of innovation resources. Moreover, it outlines the creation of a value-added collaborative network for data circulation and utilization, aiming to integrate Beijing's public data products and services into the national data market. The guidelines also emphasize leveraging the preeminent role of public data to expedite the establishment of an open, interconnected, and efficiently circulating urban trusted data space across sectors including culture, finance, healthcare, education, land and spatial planning, meteorology, and transportation.
