Standard Chartered Bank (Hong Kong) has entered into a joint venture with Annee Group and Hong Kong Telecom, marking the official submission of an application for a stablecoin issuer license to the Hong Kong Monetary Authority on the same day that Hong Kong's "Stablecoin Ordinance" came into force.
