Beijing has issued the Action Plan for Accelerating the High-Quality Development of AI-Powered Scientific Research (2025-2027), outlining a comprehensive strategy for the advancement of scientific intelligence over the next three years. This ambitious plan targets the completion of 17 key tasks, encompassing significant technological advancements, infrastructural enhancements, domain-specific applications, and the fostering of an innovative ecosystem. Among its objectives, the plan envisions the establishment of large-scale scientific foundation models, the development of at least 10 high-quality scientific databases to serve tens of millions of users, and the promotion of in-depth scientific intelligence applications across at least five fields, resulting in over eight benchmark cases. Furthermore, Beijing aims to establish common service platforms, attract and nurture talent, construct a robust investment and financing system, and strengthen international collaboration to cultivate a globally competitive industrial cluster. Currently, innovative enterprises such as DeepTech and BioMap are already making strides, and scientific intelligence is being applied in diverse fields, including rocket engine simulation, new materials, and medicine and healthcare.
