The Zhejiang Provincial People's Government has recently unveiled the "Several Measures to Support the Innovative Development of Artificial Intelligence," with the ambitious objective of fostering a globally renowned AI development hub. Set to take effect from May 31, 2025, and extending through December 31, 2027, this policy outlines 27 targeted initiatives encompassing six key areas: industrial ecology, enterprise cultivation, and financial support, among others. The blueprint aims to propel AI core industries above a certain scale to generate revenues exceeding 1 trillion yuan by 2027, with aspirations to surpass 1.2 trillion yuan by 2030.

Key measures include the establishment of a comprehensive AI development ecosystem centered around Hangzhou and Ningbo, nurturing multi-billion-yuan leading enterprises and ten-billion-yuan flagship enterprises. Financial incentives will be ramped up to forge an AI fund cluster surpassing 10 billion yuan. Emphasis will also be placed on attracting and developing top-tier talent, with plans to introduce over 10 leading experts annually and support the establishment of AI colleges and industry-education integration platforms. Furthermore, the policy will bolster the availability of high-performance computing power, and foster the development of trusted data spaces and high-end data annotation platforms.
