Following the issuance of guidelines by the Ministry of Industry and Information Technology and eight other ministries on promoting high-quality development in the science and technology service industry, the Shanghai Municipal Government General Office has released its own implementation plan. This plan encompasses 16 measures and 39 specific tasks targeting the supply side, demand side, and the broader environment. Among the measures are initiatives to enhance the openness of scientific and technological innovation resources, innovate the development and operation models for proof-of-concept projects, and deepen reforms in scientific and technological periodicals, all aimed at improving service quality. Additionally, the plan includes releasing a list of demands for scientific and technological innovation services and optimizing financial support for scientific research, intended to stimulate market demand. To bolster factor guarantees, the plan expands the talent pool and optimizes the cross-border flow management of scientific research data. Together, these efforts aim to comprehensively propel the high-quality development of Shanghai's science and technology service industry.
