This policy, initially slated to come into force on May 15, remains unfinalized. The Trump Administration contends that the Biden Administration's restrictions are overly burdensome and impede innovation within the United States. As such, it aims to replace these restrictions with more streamlined regulations, aiming to solidify the US's leading position in the AI sector. Previously, the Biden Administration had categorized countries into three tiers to regulate chip exports from companies like NVIDIA, which elicited opposition from tech firms and foreign governments. Currently, government officials are drafting new regulations, during which the US Department of Commerce will continue enforcing existing chip export restrictions.
