NVIDIA emphasized that China is home to half of the world's AI researchers and boasts formidable expertise across the entire AI stack. NVIDIA asserted that the United States cannot gain a competitive edge in AI solely through regulatory maneuvers. Instead, the company urged American firms to prioritize innovation and problem-solving over the dissemination of misinformation. The AI Diffusion Export Control Framework, a policy hastily implemented by the Biden administration to strengthen export restrictions on AI chips to China, is set to take effect on January 13, 2025, and has remained in place despite the change in administration from Trump to Biden. Under this policy, exporters and other stakeholders must adhere to the agreement's stipulations starting May 15.
