On November 6, the Sichuan Provincial Development and Reform Commission issued the "Work Measures for Promoting High-Quality Development of Private Investment in Sichuan Province," explicitly supporting private capital participation in new scenario applications such as high-precision and advanced industries and the low-altitude economy. The measures propose supporting private capital to enter high-precision and advanced industries such as artificial intelligence, pharmaceutical and health, robotics and intelligent manufacturing, aerospace technology, and computing-power integration, as well as new consumption formats, new models, and new scenarios. For eligible private commercial aerospace enterprises, a "report everything that should be reported" policy shall be implemented in areas such as launch approval, commercial aerospace frequency licensing, satellite Internet of Things commercial trials, and pilot operations. At the same time, mechanisms for investment growth and risk sharing in future industries shall be improved, and resource matching and supply for innovative product application scenarios shall be strengthened. Private enterprises shall be supported in building takeoff and landing facilities in scenarios such as hospitals, scenic areas, business districts, and communities to provide services including logistics distribution, urban inspection, agricultural and forestry operations, emergency rescue, medical assistance, and culture, sports, and tourism. In addition, active support shall be given to private enterprises to participate in major national and provincial science and technology research tasks, and for enterprises with private capital participation that undertake the construction of major provincial science and technology infrastructure, provincial budgetary funds shall be allocated to provide support at 30% of the approved investment amount.
