On November 2, South Korean President Lee Jae-myung delivered an administrative policy address at the National Assembly. Introducing next year's budget proposal, he stated that the growth strategy will undergo a comprehensive overhaul to overcome the limitations of "K-shaped growth." He noted that investment in future growth drivers such as artificial intelligence—which the government has prioritized over the past year and five months—will continue to expand. Lee said that 21.3 trillion won will be invested in three major super projects: semiconductors, physical AI, and AI data centers, nearly double the scale of this year. He also stated that next-generation growth engines to succeed semiconductors will be cultivated, with 13.8 trillion won invested in ten major next-generation strategic technology fields to secure leapfrog competitive advantages. At the same time, with a focus on future frontier technologies such as seven seed projects, R&D investment will be increased by 4 trillion won, bringing the total budget to a record 39.5 trillion won. In addition, South Korea will accelerate a comprehensive energy transition, including expanding the construction of solar revenue villages and increasing subsidies for electric vehicles.
