On October 22, 2026, the Shanghai Municipal Commission of Economy and Informatization unveiled a strategic initiative aimed at bolstering industrial cybersecurity defenses. This plan includes conducting offensive and defensive drills and emergency response exercises to enhance preparedness. It advocates for the integration of AI security solutions, such as large-scale security models and security agents, within the manufacturing sector. Additionally, the initiative seeks to establish 10 benchmark scenarios, encompassing intelligent penetration testing and AI-driven security operation centers. It also aims to introduce 20 cybersecurity products that leverage large models extensively, thereby pioneering a novel protection approach termed "using models to govern models." Concurrently, the initiative is set to promote the implementation of categorized and tiered management for industrial internet security across more than 10% of premium industrial enterprises. This will involve refining categorized and tiered data management and security safeguards, and motivating over 50 high-caliber enterprises to undertake critical tasks, including identifying essential data, implementing tiered protection measures, and conducting risk assessments.
