On September 29 local time, leaders from several U.S. tech companies signed the 'White House Superintelligence Agreement: Joint Commitment to Frontier Responsibility' at the White House. The agreement requires companies to strengthen safety controls over frontier AI models, mandating that all firms training or deploying such models establish robust internal processes and control mechanisms to ensure the technology operates as intended. The agreement outlines a four-tier control and review mechanism: first, establishing internal control and monitoring systems to prevent models from infiltrating or accessing technical systems in unintended ways; second, setting up internal teams to ensure mechanism operation and conduct rectifications for existing issues; third, introducing independent external review or evaluation bodies to independently assess mechanism operation; and fourth, assigning an independent board committee to oversee and ensure all identified issues are rectified. Additionally, Trump signed an executive order on the same day requiring federal administrative departments and agencies, to the extent permitted by law, to replace the term 'artificial intelligence' with 'superintelligence'.
