The Board of Supervisors in San Mateo County, California, USA, has recently approved what is being hailed as a 'pioneering' proposal for a robot licensing framework. This initiative aims to set up a comprehensive regulatory system for businesses that employ autonomous AI-controlled robots. Under this proposal, any enterprise utilizing robots equipped with autonomous operational capabilities, cameras or sensors, and powered by rechargeable lithium batteries in areas accessible to the public is required to obtain a permit beforehand. They must also disclose detailed safety information about the robots, along with manufacturer specifics, and present both an economic impact assessment and a plan to mitigate the effects on the workforce.

In scenarios where employees are displaced due to the introduction of robots for tasks previously performed manually, the affected businesses are given a choice. They can either arrange for new positions that offer equivalent salaries, provide severance pay to the displaced workers, or contribute to a 'County Automation Impact Fee.' The funds collected through this fee will be earmarked for financing retraining programs. It's important to note that the proposal is still undergoing the final stages of the approval process and is set to become effective 30 days following its formal enactment.
