OpenAI has publicly endorsed key provisions of the FRONTIER Act, a bipartisan AI safety legislation proposed by the U.S. House of Representatives, for the first time. The act requires leading AI companies to undergo third-party safety assessments. Aimed at establishing the first federal AI safety framework in the U.S., the legislation is still progressing through the lawmaking process, and it remains uncertain whether the mandatory requirements will be enacted into federal law. Recently, OpenAI has significantly strengthened its support for mandatory regulations, having previously proposed that the U.S. should establish a mandatory, capability-based national AI safety regulatory system with independent verification as one of its core mechanisms.
