Guo Jiakun emphasized that the progression of artificial intelligence is a matter of concern for the welfare of all humankind, and it is imperative for all stakeholders to collectively foster its development in an open, inclusive, beneficial, and well-intentioned manner. The propagation of threat narratives, the pursuit of confrontation, and engaging in malicious competition will merely serve to disrupt the global governance framework for artificial intelligence, ultimately proving detrimental to the interests of all involved parties.
