Although the initiative has lured companies such as Kioxia to invest and set up local factories, it has fallen short of significantly uplifting the economic fortunes of small cities like Kitakami. While Kioxia’s expansion has indeed created some job opportunities and spurred infrastructure enhancements, its overall impact on economic revitalization remains modest. There has been no substantial rise in residents’ incomes, and the pressing issue of urban aging continues to loom large.
